Starting in 1928, Westinghouse Electric & Manufacturing Co.(WEMCO) built a line of Diesel/electric locomotives assembled at its South Philadelphia works, with bodies from various sources, including Baldwin and Bethlem Steel. By 1936, they had convinced Baldwin to take up regular production of diesel/electric locomotives. With that agreement, they left the field. However, one last fling was made with the "Blue Goose" turbine.(1)
